Prof. Shanglyu Deng

The National Natural Science Foundation of China recently announced the evaluation results of the project proposals received in 2024. Assistant Professor Shanglyu Deng from the Department of Economics at the Faculty of Social Sciences (FSS), University of Macau (UM), has successfully applied for the “Young Scientists Fund” through the Zhuhai University of Macau Science and Technology Research Institute with his research project titled “Competition Environment and Rule Design in Government Procurement”. This achievement further promotes the UM’s participation in research projects in mainland China, contributing to the scientific and technological progress and innovative development of the country and the Greater Bay Area.

The “Competition Environment and Rule Design in Government Procurement” project focuses on government procurement, aiming to study the participation and pricing behavior of enterprises in different competitive environments and design optimal government procurement rules. The study will explore the information environment and dynamic interaction environment from the perspective of enterprise competition.

In terms of the information environment, the focus is on situations where enterprises and governments each have information advantages. For the dynamic interaction environment, the emphasis is on considering the dynamic pricing decisions of enterprises participating in competition at different times and the government’s decisions under repeated procurement. The study will also address the government’s policy objectives in different types of procurement, such as commodity or infrastructure procurement. In the short term, the policy objectives focus on minimizing procurement costs and government expenditures, while in the long term, the government is more concerned with project allocation efficiency and social welfare. For R&D procurement, the short-term goal is to maximize the investment of the winning bidder to improve project completion quality, while the long-term goal is to stimulate investment from all participants to promote sustainable industry development. The project will use the analytical framework of game theory, combined with classic models such as auction theory and negotiation bargaining, supplemented by numerical simulation tools to systematically study these issues.

The Department of Economics has recruited numerous outstanding scholars from around the world in recent years. This is the second consecutive year that a young scholar from the Department has successfully applied for the “Young Scientists Fund” of the National Natural Science Foundation of China, fully demonstrating the department’s achievements in research innovation and youth talent cultivation. The Faculty of Social Sciences looks forward to welcoming more outstanding scholars in the future to jointly promote academic research progress.

The National Natural Science Foundation of China’s “Young Scientists Fund” aims to support young scientific and technological personnel in independently selecting topics and carrying out basic research within the scope of the fund.
